Mr. Loriega joined the Firm following an impressive 33-year tenure in government service, with a focus on land registration laws, including a notable 18-year stint as the Register of Deeds of Antipolo City.
His legal journey stands as a testament to unwavering dedication and commitment to excellence, as well as a profound understanding of the intricacies of land registration laws. Mr. Loriega is an alumnus of the Northwestern Visayas Colleges, where he pursued his major in English Literature. He furthered his academic journey by taking law classes at night at Manuel L. Quezon University while working during the day as a documentation officer in a private company. He earned his Bachelor of Laws degree in 1989. In 1990, after a four-year stint in the private sector and with a Law degree in hand, he joined the public sector at the Land Registration Authority, where he handled administrative investigations and registry inspections as Deeds Registry Inspector. Not to be handicapped by having to do full-time office work to earn a living for the family, he rose to another challenge to take his Bar examinations. He passed the Philippine Bar in 1993. In 1994, he was appointed as the Deeds Registry Inspector 4 (Assistant Division Chief) of the LRA’s Inspection and Investigation Division, whose function was complemented by his pivotal role as the Chief of the inter-agency task force, the Land Registration Authority-Land Management Bureau-Bureau of Local Government Finance’s Land Title Verification Task Force. He left his Task Force functions in 1997 when President Fidel V. Ramos appointed him as Deputy Registrar of Deeds IV for Region 8, concurrently the Deputy Registrar of Tacloban City, Leyte Province.
Mr. Loriega’s responsibilities further expanded as he assumed key positions, including the assignment as the Acting Deputy Registrar of Deeds of Valenzuela City, Metro Manila, from 2001 to 2003 until he returned to his registry post in Tacloban City. In 2005, he acted as the Registrar of Deeds of Antipolo City, Rizal, until his permanent appointment in 2015. In 2015, President Benigno C. Aquino III appointed Mr. Loriega as Registrar of Deeds of the Antipolo City Registry of Deeds, a permanent position. From 2005 to 2023, Mr. Loriega sat as the Chairman of the Local Board of Assessment Appeals of Antipolo City, which hears the appeals on local tax assessments and tax collection protests. He held his registrar position in the RD and the chairmanship in the LBAA of Antipolo City until his mandatory retirement from government service at the age of 65 on September 2, 2023.
After an impressive 33 years of service with land registration-related government agencies, Mr. Loriega has seamlessly transitioned back into the private sector. He brings with him a wealth of knowledge and experience acquired over the years, making him a valuable addition to our team.
Beyond his legal expertise, Mr. Loriega is a man of diverse interests and talents. He is an avid oil painter, finding a unique connection between the discipline of art and the practice of law. Both endeavors demand creativity and precision to craft a masterpiece.
During his leisure moments, Mr. Loriega seeks solace by the beach, savoring a glass of wine with his beloved wife while basking in the serene beauty of the sunset. This reflects his deep appreciation for life's simple pleasures and the happiness he shares with those around him.
